If I manually move the watermark around on that page you can see it as it comes from behind the "white block" area. If I remove the text from the first page the watermarks shows. It's as if you put a white box over the watermark such that the watermark doesn't show through it. However, on the first page the watermark is covered by a white "background" block around the text. When the watermark is added it appears on all pages. The headers for all pages are the same (no text is in the header). A watermark was set to be displayed on all pages.
